David Feeny is a Professor in the Department of Economics and was one of the founding members of CHEPA. He held appointments at McMaster in the Departments of Economics (1976-1998) and Clinical Epidemiology and Biostatistics (1988-1998) before joining the University of Alberta as a Professor of Economics, Public Health Sciences, and Pharmacy and Pharmaceutical Sciences and Fellow of the Institute of Health Economics. In 2006 he became a Senior Investigator and Assistant Program Director at the Center for Health Research, Kaiser Permanente Northwest in Portland, Oregon. He returned to McMaster in July, 2014.
Feeny received his PhD in Economics from the University of Wisconsin-Madison in 1976. His research has included the development of multi-attribute health status classification systems and he was among the collaborators who developed the landmark Health Utilities Index Mark 2 (HUI2) system, used to evaluate outcomes resulting from treatments for childhood cancer. A new index based on HUI2, the HUI3, was created for use in the assessment of population health status in many important surveys, including the Ontario Health Survey, the 1994-2011 National Population Health Survey and a number of cycles of the Canadian Community Health Survey. Most recently a comprehensive health status classification system based on HUI2 and HUI3 suitable for assessing the health of pre-school children, the Health Status Classification System - Pre-School, was developed, and work is underway to provide a preference-based scoring system for it.
Feeny has served as an Associate Editor of Quality of Life Research and on several editorial boards including Medical Decision Making and the Canadian Medical Association Journal. He currently serves on the editorial boards of the International Journal of Technology Assessment in Health Care and Health Reports.
He received the 2010 President’s Award from International Society for Quality of Life Research (ISOQOL). Feeny is one of 17 scholars currently updating the influential Panel on Cost-Effectiveness in Health and Medicine book (Gold et al. 1996).
